Reviving old tool

I got this old manual creaser, very used, a bit rusty and burnt, as seen in the photo attached. Is there a way to clean it so it can be used again?

In restoring my vintage leather tools I always use a rotary steel brush powered by a bench motor to remove rust and stains with highly succes.
