In restoring my vintage leather tools I always use a rotary steel brush powered by a bench motor to remove rust and stains with highly succes.
I would recommend a scouring pad or fine grit sandpaper to clean it up followed by a little metal polish on some felt in a rotary tool. But a scouring pad may be all you really need.
