Usually, when making a liner, you would make it "floating": you glue only the sides and leave it free in the middle.
For textile liners, I would recommend using Solvent Contact Adhesive. The reason why I do not suggest pva is because textile is kind of "see through" and the pva will penetrate it and it will be visible above the textile. Which could be a mess.
In bookbinding, when they use a cloth material for book covers, they select a cloth that has a paper like backing to prevent PVA from coming through. Though not recommended for flexible goods.
If you really want to fully glue in a cloth lining, I would suggest using a fusible adhesive that is heat activated with an iron. This will allow for flex as the adhesive is made from EVA usually.
Solvent contact adhesive will also work well as long as it is not too thin (runny).
For the bags I make, I do not glue the fabric lining.
