You can't allow PVA to become touch dry before mating both parts, it doesn't work like contact adhesive at all. It is designed to be used while still white and wet.

You can get a contact adhesive-like effect by applying PVA to BOTH parts, allow to become sticky (not touch dry), then place together (say, around a curve) which gives a mild bond until it sets fully.

Thanks for your interest. I just glued one side. Your advice is well taken. I came up with a potential solution: I injected about 3ml of diluted water-based adhesive into the space between the two layers and squished it around. I then smoothed out the wrinkles with a bone folder, and now it’s drying under weights. I’ll let you know if it works.
